We assume the organisation wants to revise or expand its sourcing base. During this activity the new or changed
sourcing base is described in terms of how this sourcing base can be recognised or identified, approached and engaged
in transactions. The identification or the sourcing base may be straightforward e.g. through a list of named suppliers
or it can be generic e.g. through a supplier profile. Included in the definition should be the way in which the
organisation wants to carry out transactions with the supplier base. It may even be that the sourcing base stays
unchanged but that the way in which the organisation trades is different from before. For instance an organisation may
decide that rather than buying specified products it may want to acquire production capacity from suppliers and decide
later what exact product to buy using this production capacity.
Typically on this level one can see the effects of out-sourcing and in-sourcing initiatives that the organisation may
undertake.
